One of the options that comes up with the Safe Mode boot menu is a 'line by line
confirm' option wherein you can confirm each item before windows attempts to load
it. This is very handy for finding out what device(s) isn't/aren't loading properly
on bootup and a little simpler method than what you're recommending. NOTE: you
can get into that menu by holding the control key down during bootup
