i do internet tech support for adsl and dialup,, i dont know to much about cable 
but i am sure it is the same a adsl,, or dang close...
system resources have some to do with it,, but i have never seen it be the problem 
that is making you not find your dns's the problem is going to be in the nic,,, either 
with the tcp/ip stack,, you might want to reinstall every thing in the network settings,, 
the nic,,
or the cable modem,,, or some files that are asicociated with the network settings,,(you 
might want to unistall dial up networking,, i have seen that help fix dsl not working,,,
