Uninstalling Win98 is not an option unless you're talking about reverting to some previous version like Win95. If you want to retain your data and programs you can reinstall Win98 on top of itself.

Going the FORMAT route (clean install) will wipe out everything and require data backup first, but if your system is a total mess it could be the best way even though you will have to reinstall all your software.
