HELP! LOST .DLL FILE

I recently deleted temporary internet files & cookies from my C Win Temporary Internet Files folder. When I restarted my computer (running Win 98SE) a few days later, I got the following message: 'Error Loading powrprof.dll. The system cannot find the file specified.' This message was followed by a second that read: ' A required .DLL file, C:\Windows\System\COMDLG32DD, was not found.' When I check Task Manager, the only thing running is Explorer and something called AIM (normally I have Explorer & Systray running). I ran Scandisk & Defrag, but no help. Scandisk did say it found and repaired a number of damaged files (how did they get damaged???). Now I'm totally unable to connect to the Internet. How did I delete this DLL file, and more importantly, how do I get it back (?) Any help would be most appreciated.
