Can't Restart in MSDOS Mode?

Windows 98. "Start-ShutDown-Restart in MS-DOS Mode" results in following: Normal shutdown seems to occur, blank screen appears with blinking hyphen in far upper left corner, and there I will stay until I grow old. No way out except reset. I can get to DOS prompt from windows normally, and I can start computer with a system disk and get there too. Any ideas? Thanks.
