I had a similar problem.  I took care of it by changing the way that Norton Personal 
Firewall loads.  Uncheck the "load at startup" button in its options section and 
create a shortcut to it in the startup folder.  This is of course assuming that you 
have this or any other Norton product installed.  Check their website about this 
problem as it is due to a timing problem at startup.
