There are many "startup" programs besides the ones in the StartUp folder. Go to Start > Run and enter msconfig to open the System Configuration Utility. Look in the Startup tab for the problem entry and uncheck it.

A while ago I had a boot locker type program for my computer (win98). It would display a pop up saying something like "This computer is being monitored" right after the windows loading screen and right before the desktop loads up. After being unsatisfied with this program I uninstalled it, but the window pop up never went away.Its quite annoying. It doesn't appear in Programs\Start Up and I have no idea how to get rid of it. Could some please help me in getting rid of this pop up? Thanks
