Ah, this is a setting in the power management control panel!  Run the power management 
control panel app, and click on the Advanced tab at the top.  At the bottom of the 
screen there's an option to choose what the OS does when you press the power button.

That should work!
Oh, and don't hold down the button for 4 seconds or so, as suggested by someone else.. 
that will not shut windows down properly.
