Some USB devices will prevent Windows from shutting down. I have a Lexar smart media reader (USB). When I forget and leave it plugged in on shutdown, my computer won't shutdown. If I unplug it before trying to shutdown, no problems. Also take a look at this article: Q202633 How to Troubleshoot Windows 98 Shutdown Problems
