On a LAN, your connection is constant because it's part of your startup network TCP/IP settings. You'd have to disable your USB/Ethernet device or the TCP/IP bindings to it which would be inefficient and messy. You could simply power off your cable modem to break the connection if you want.

You can 'effectively' disconnect by using Windows' IP Configuration utility to release the IP lease connection your Ethernet card has to your cable modem. Realize, that if you reboot your connection will be automatically restored. Also, this method sometimes does not work with static IP configurations or DSL connections using PPPOE. Roadrunner generally is neither and uses DHCP to obtain its IP addresses.

Go to C:\Windows\Winipcfg.exe, right click on it, select Send To, then Desktop. This will put a shortcut to the utility on your Desktop you can use each time.

Open WINIPCFG.EXE. If your PPP (modem) adapter is showing, select your Ethernet or USB adapter from the pull down menu, then click the "Release" button to release your IP. When you want to renew the connection, open the utility again, select your adapter again and press the "Renew" button. It may take a couple seconds, but you should again see that you have an IP address from Roadrunner. Alternatively, you can use the "Release All" and "Renew All" buttons to release and renew all network adapters.

I don't know why you brought up Defrag. Your LAN connections don't effect that unless someone's already hacked you. If your defrag is slow, try removing all but Explorer and System Tray from your Task Manager (CTRL ALT DEL) before you start. If your defrag keeps starting over during the process make sure you have screen savers disabled. You may also have to temporarily disable Auto Insert Notification for your CD-ROM drive if Windows is polling your drive for a disk every second or few.
