Question about 'How do I stop a program from running whenever I start Windows?'

I have a question about limiting programs from opening more than once. For example
if I start Powerpoint or Access and so on, if I click on the icon again I would like
the already opened application to open again not a new winodw.
Basically allow one instance to be open at each time. Please advise. Best regards.
