Windows does not need autoexec.bat or config.sys, but, you may have a program, Mcafee, that calls an ms-dos program to scan before boot to windows. If you need to run a dos app before Windows boots, it's usually called for in autoexec.bat.

Look in your config.sys and you'll probably see some things "rem" out. This config.sys can be deleted. Good luck.
