The setting in TweakUI only disables the Windows splash screen, which comes up after Windows starts to boot up. The Dell splash screen appears almost as soon as my computer boots up and starts to count my RAM, and it proceeds to cover up the entire boot process, including the option to enter my Bios setup, until Windows starts loading.
