Question about 'Resolving Hardware Conflicts'

I have a question about Resolving
Hardware Conflicts:
I have a bootup problem that I believe is due to a video card I installed. I either
get a black or scrambled screen. I hit Ctrl,Alt, Delete 4 to 10 times and it boots
correctly and there are no problems...only when I start the PC. If I start the PC
fairly quickly after shutting down it boots fine. I have disabled the cirrus logic
video that came with the PC. I heard that the video card should be in a certain PCI
slot...first, last....I don't really know. Could this be the problem? I have updated
drivers installed. I know that it is sharing the same IRQ (10) with other hardware
but I was told that this was not a conflict...maybe someone else knows better. Is
there another IRQ someone would recommend?
