Shutting The Computer Completely Off

My computer used to not shut completely off after shutting down but would just show the "Safe To Shut Off" message. The hard drive failed so the administrator had to reinstall Win98. Now it DOES shut the computer all the way off. I would rather it did not do this because I turn a master switch off at the end off the day & on in the morning. Is there a way I can have it back where I get the "Safe" message without it turning the computer completely off? Thanks, Lyndell
