I have a comment about Getting Network Neighborhood to recognize newly attached computers:

Newly networked computers need to use arp to discover it's neighbors. It will use arp calls directed toward any other NIC that will respond and wait for that response using wildcards. If you right-click network neighborhood and do a find computer and enter the computer name it will do a directed search using arp, NetBios, etc and will update the arp cache in a much shorter time.
