Question about 'When I choose

I have a question about When I choose "Shut Down" from the Start Menu, my computer hangs at the "Please Wait" screen:

Running Win98SE and having done a CLEAN install of the operating system, I began to load my programs. I can't remember exactly at which point it "broke" but the problem is this, and ONLY this: My system will NOT SHUT DOWN. I get an audible BEEP after the shutdown screen appears (Which just sits there). The beep is from the pc builtin speaker and may be an important clue. This is not the usual "hang" problem. I use the power switch now to turn it off. After having done this, I have checked the boot log and find that the system IS APPARENTLY TERMINATING OK, but I don't feel I should leave it this way.
