Question about 'Why can't I start Windows when I boot from a floppy?'

I have a question about Why
can't I start Windows when I boot from a floppy?:
Problem 1: My other computer will not start... It gets to the windows 98 screen
when you first start the computer. After that a blue screen pops up with a statis
bar in the bottom of the screen, it reads searching for some files... After that
a box pops up in the middle of the screen. It says it has fixed the problem and
push enter to restart the computer.. Than is endlessly repeats itself.
Problem 2: I put in my floppy disk of WIN98. I search for my SYS, C:, and all
that. It says that there is a missing parameitor (sp) What does that mean?
