Question about 'How do I stop Windows from connecting to the Internet every time I open my browser?'

I have a question about How do I stop Windows from connecting to the Internet every time I open my browser?:

This does not work for me. After changing the settings, I exit and then open my brower again(NS or IE), and it will bring up the DUN window. Any other ideas?
