Question about 'Stop Windows from Wildly Accessing your Hard Disk'

I have installed 640 mb of RAM (256 + 256 + 128), however Windows98se is reporting
that there is only 256mb of RAM. How can this be fixed and is windows actually using
this or just falsly reporting this?
