Question about 'Troubleshooting Driver Problems'

I have a question about Troubleshooting
Driver Problems:
I recently upgraded from Windows 95 to 98, and from Explorer 3.0 to 5.0, then began
getting ilegal operations message during startup, and the computer always wanted
me to put in the Win98 CD to find the proper display driver. A friend said I needed
a new video card, so he installed a new PCI 8mb video card and it appeared to work
a few times. Now, suddenly Windows boots up to a low resolution 16-bit color display,
and when I go to change the settings, it only allows 2-color or 16-color as my options.
My SVGA monitor is several years old, but my friend says Windows 98 will detect
any monitor. What am I doing wrong?
