I have a question about What
to do about error messages during Windows startup:
Windows starts to load, but before the icons appear, a blue window appears in the
middle of a black screen that asks, "PC settings?" then the screen goes black, and
nothing else happens. The PC will run in safe mode, but I can't find any problems
in device manager or any other diagnostics I run.
