If you have the following key in the registry HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\NoWindowsUpdate = 1 then you get the Thank you for your interest page. Setting the key back to 0 enables WindowsUpdate again. This key gets set if you run a custom IE install which disables WindowsUpdate, or if a network policy file has the option to disable WinUp set.
