ICS Dials Too much - Ties up Phone Line

I have an issue with ICS and it working too well. I have a small network setup with
2 PC's (both Win98se) and a Crossover cable. The Host is a Custom PC on a 56K Dial
and the Client is a Dell.
-on to my problem. - ICS Works Too well! The Dell is causing the Host To dial at
random times even when I know I have shut down all TCP/IP Applications on the dell.
If I shut off the Dell, The host Doesn't dial until prompted.
Unfortunately I have only one phone line and I often can't make or recieve phone
calls due to the Dell forcing the ICS to dial. So far, my solution is to shut off
the Dell, unplug the phone line, or run upstairs to the host and disable the ICS
(really tiring and annoying)
My goal is to have an easy way to prevent the Dell from forcing the Host to Dial
without having to shut it off every time. Is there some program that will disable
ICS from the "Client's" Side or is there some workaround (other than PCAnywhere)
to prevent the Dell From Dialing (I still want to be able to access Files across
the network though so unplugging the network cable isn't an option)
I'm looking for a button to click on the Dell to prevent Dialing (best case scenario)
