Question about 'Stop Windows from Wildly Accessing your Hard Disk'

Hi, I m running 98 on a hewlett Packard Pavillion lap top...I ve been using a DC
car plug to run the computer on long car trips and it would freeze up from time
to time. I thought that it was the system trying to recharge the battery because
when I removed the battery, I wouldnt have the freezing problem....but now, it does
it all the time...even if Im plugged into a regular wall socket....( battery or no
battery and it doesnt matter what is or isnt running...) I can have one program running
and it will still hang up for about 5 to 10 seconds....Does anyone have a clue about
this? What is causing it and how to fix it? Its really driving me nuts! ( especially
when Im trying to watch a DVD movie... :OD )
