Question about 'Stop Windows from Wildly Accessing your Hard Disk'

After installing Norton Systems Works 2002, my harddrive got very busy, like all the time. I had previously set virtual memory to 2.5 x Ram (256mb ram), but somehow, Norton changed it to let Windows manage it. So I changed it again. I also defragged and made the vcache changes to system.ini. After rebooting, my harddrive is still being wildly accessed. What gives???
