Question about 'Contents of the MSDOS.SYS File'

I looked at the msdos.sys file and it is not a text file. It has the icon I usualy see with DLL files. I recently had a major windows problem and had to format my hard drive and reinstall windows 98SE. I remember before the reinstallation, I was able to go into the msdos.sys file and do the tweak suggested. Why is it no longer a TXT file? Thanks!
