Question about 'Speed up system restart'

I have a question about Speed up system restart:

Hey, I didn't know how this was suppposed to work...sorry . My question is how to get the computer to not scan the A: drive while shutting down. It does it when shutting down and restarting. I have gone to the bios and turned off boot from a:drive so that end is taken care of but it's the shutting down end that stil scans the drive and wasts time.
