Question about 'Setting up Dial-Up Networking'

I have ben trying to repair my friends pc who has lost his connection to the internet. He has no Connections listed in his Dial Up Networking. I can use the Wizard and Make New Connection, but when I reach the end and click Finish, it just stays at that screen (doesn't crash) and no Connection is actually created. I have made sure he has all the relevant things installed ie MS Client for networks, Dial up Adapter, Items in 'Communications' all ticked. I have re-installed Win98 2nd Edition. Still cannot get a New Connection created. Any ideas please?? Thanks Paul
