Question about 'Things that slow down system bootup'

It's taking nearly 4 minutes to restart my computer which uses Windows 98SE. Once
starts it runs fine and no particular problem with resourses drainage either. This
problem I believed started since I recently reformatted my HP Pavilion 733 PIII
with 384 mB Ram and downloaded windows updates. I have no programs in start up,
cleaned up MSCONFIG, defragged, etc. etc...but no relief. Appreciate any suggestions.
Let me know if you need additional information to trouble shoot.
