Question about 'Get rid of Shortcut Residue'

I have a question about a lost shortcut popup that is remaining after the Executable file has been deleted. I established a new dial up connection for my ISP to correct some type of modem error. I deleted the old shortcut dialup through Add/Remove programs. But at boot-up, a popup box with the nefarious flashlight pops up and can't find the old short cut. How do I get rid of it. I have a similar problem with a pop-up screen with RUNDLL32 in the blue line which is looking for a Tweakui shortcut which I had also deleted through the Add/Remove Programs.
