Question about 'Downloading Windows Updates'

I have a question about Downloading
Windows Updates:
I've 'inherited' about 45 Windows98SE machines that I am supposed to administer.
With the recent outbreaks, I began logging onto these machines to update them, only
to find that the previous administrator has some how locked these machines down so
that downloads from the windows update site cannot happen. Does anyone know what
types of settings may have been used to do this? I'm interested in reversing this
situation so that updates can occur.
