I have a question about How do I stop a program from running whenever I start Windows?:

I'm a very experienced windows user (since before 3.11), currently running 98SE, but this has me stumped:

Whenever I restart, Windows runs the System command -- to see that, Start->Run->"System".

I've checked the startup folder, the .ini files, the Run and Runservice registry keys, wasted the time looking at autoexec.bat and config.sys (getting desperate here), but I cannot find out what's doing that.
