Question about 'Restart Windows without Restarting your Computer'

I have a question about Restart
Windows without Restarting your Computer:
Ive been using this shortcut for sometime now but for some reason (I didnt see anyone
mention this exactly I dont think) for no reason, certain systems will hang when
you do it, either hang with the blinking _ or "Windows is Restarting..." and never
boot back up. Whats the deal?
