Question about 'What to do about error messages during Windows startup'

When I start my computer, 'Windows 98' logo comes on the screen and stays there for
ever. Computer doesn't shut off.
I have to power off the computer, restart and then it goes to safe mode. I have to
ok
it to start at Safe Mode , then shut off and restart & go to regular mode. Most of
the times this works; sometimes same problem comes up.If I hit F8, then I get a message
saying tooo many paramters and list of "set path" etc.
How do I solve this problem so that I can get my computer starts properly?
