speeding strat menu at boot up

Hi. I got rid of my start up screen and now have noticed that my pc waits 28 sec before booting up to windows (98)....can I speed this up anyway? I have done a search on the net, help files, tweak programs but as yet no lick. Thanks for any help. Please email me if you may know how to do this. Thanks again.
