98SE not shutting down AFTER running Explorer

First thing, I have downloaded and installed the shutdown suppliment provided my Microsoft & the machines will shut down, some of the time. Most often though, after I have been using Explorer, then try to shut down, the system will stop on the "Windows is Shutting Down" screen. This is not a problem in 95, 2000, ME or XP. What gives? Anyone know, other than using the Shutdown suppliment (4756US8) from Microsoft? (It doesn't fix the problem.)
