Click run then settings then taskbar/start menu
and make sre autohide is not checked.

If Autohide is not the problem, move the cursor to the bottom of the screen until
a double arrow appears. Then click-hold-drag the taskbar back up.

You can move the start button to anywhere you like in the taskbar. I have even had
it moving along at its own speed from left to right. Sorry i cant remember the program
that did this. It was listed under a joke program but I can see you would benefit
from using it. Just do a search for start & move

A little weird but it sure does move the start button.
