Question about 'I get a 'File not found' message when I try to start any program'

I am sure I have the Win32.SirCam.137216 virus which does not allow me to run most
programs if I click their icons on the desktop. A window pops up --"Cannot find
file SirC32.exe which is required by Windows to run the type of file 'Applications'".
It has disabled some programs though I can still run Word, if I click a document,
not Word directly, and Internet Explorer as well, the rest seem impaired. How do
I get rid of this problem?
I have Windows98 on my computer and I do not have a recovery disk.

Go here for the removal tool, and you will have to delete some things manually as
well: http://securityresponse.symantec.com/avcenter/venc/data/w32.sircam.worm@mm.html
