I have a question about Why can't I start Windows when I boot from a floppy?:

Will this insure that the Boot Up Wins floppy starts the Wins operating system as normal?

Yes, if the Windows part of your system is normal. But the purpose of the the startup disk is not to boot to Windows, but to boot to real mode DOS, without Windows running, so you can perform certain DOS functions. If your Windows is messed you probably won't be able to boot to Windows with the disk.
