it sounds like they mean the explorer window, not windows explorer (the gui).

Here is a simple way, Copy folder.htt out of your c:\windows\web directory, Paste
it in your c:\windows directory.., or you can simply set your explorer to View All
Files and delete desktop.ini out of your c:\windows\ folder but this will rid your
windows folder of web view completely.. The Folder.htt file will more than likely
be hidden..., In your explorer (the box that the files show up in) at the top, Click
View, then Folder Options.. (some versions were a little different, like Tools Folder
options) Click the View tab, and select the Show All Files circle like button...
