You need to make this a lot clearer. You haven't even specified which machine on
the network that you are talking about, nor which server OS is on the server.

Make sure that you actually have shared folders and/or drives on the computer that
you are having trouble with. (Right click on the folder or drive, properties, sharing)

More than one post here about this issue have stated that other PC's are able to
see the 98 machines, therefore we have to presume the issue exists even when folders
are already shared or after new shares are created.
A user should not have to make new shares every time the system is brought back online.
They should just show up.
If anyone knows of a registry tweak that solves this issue then please email me.
