Question about 'Make Control Panel Applets More Accessible'

I have a question about Make
Control Panel Applets More Accessible:
After using "solution #3" to successfully create a folder for "Control Panel", I
attempted to create another folder in my start menu for "My Computer". The folder
was created, however, it is empty. What might I be doing wrong?

drag it to your start button, then right click start when you want to use it

You're doing nothing wrong. That one doesn't work, and
never has.

Using Windows 98 SE, Control Panel and Printers worked fine, but Desktop, My Computer,
and Network Neighborhood all created empty folders. Are they all broke?
