Try going to Start > Run > msconfig, Advanced button and check "Disable fast
shutdown". Also look over these Microsoft articles: How
to Troubleshoot Windows 98 Shutdown Problems (Q202633)

Hi,
I bought a new power supply yesterday, installed it, and everything was fine. Next,
tried to re-boot, and now my system will not start at all (again). I also had trouble
with the system re-starting on its own, and tried disabling the fast shut down as
well.

I'm desperately seeking the same answer, and I believe it's a hardware problem peculiar
to emachines -- I've tried several of the most-recommended fixes, turn off fast shutdown,
exit sound, etc., and it happily restarts every time I shut it down. I downloaded
the MS patch, but after it completed and began installing, gave me a dialog that
said it didn't apply to t version of Windows on this machine. I'd greatly appreciate
any light anyone could shed on this -- we generally just go ahead and hit the power
strip as soon as it gets to the 3-beeps/OK to shut down screen, but if there is something
I can do or download to fix it, that would be lovely.
Thanks.

Did you ever find an answer to this question? I now have the same issue with my mother's
comp.
Thanks,
Georg.

this problem occurs in rare in preloaded m/c's or m/c's installed with recovery cd
provided by the supplier.if it is a os problem u can easily solve by editing disable
fast shutdown or registry key fast reboot to value "0".
for some newer systems with atx smps u have to install shutdown patch available in
microsoft site for especially win98se.if nothing works try by replacing the smps.
or if it shuts properly in safe mode try by removeing sound device in your pc

I don't know if anyone still cares, but I had purchased 2 emachines with Cyrix 366MHZ
processors, which we found out were only running at 250 MHZ. These machines were
horrible. I finally found an emachines owners forum and found that they all did
these many strange things. I suspected the power supply and wedged a standard supply
into one of them. Then I did the mods described in the forum and went to AMD K6/2+
400 MHZ (laptop) processors and overclocked them to 500 MHZ. They both have been
running great since, one still with the original power supply. I believe the Cyrix
CPU was the problem. For more, check here: http://groups.yahoo.com/group/emachineoverclockers/messages

I recently solved a restart-after-shutdown problem with an eMachines etower 500id.
The system would restart automatically after every shutdown. The front panel on/off
switch apparently had enough current leakage thru the small integrated front panel
"power-on" LED or its power leads to restart the machine. Pulling the wires off
the power leads to the power-on LED at the circuit board, stopped the restarting.
I then sprayed the small front panel on/off switch circuit board with electronic
contact cleaner, reinstalled the power leads and the problem was solved. Either
the main board on/off switching circuit is too sensitive (It takes a contact closure
to restart/shut down the computer), or dirt has caused enough current leakage thru
the switch circuit board to cause the main board to sense a contact closure of the
on/off switch.
I know this is an old problem but I have not seen this solution mentioned yet.
