Question about 'Restart Windows without Restarting your Computer'

I have a question about Restart Windows without Restarting your Computer:

This does not work on my computer. If I hold down the Shift key during restart, I get a message something like "Windows Protection Error. You must restart your computer. Hit any key to continue." When I hit a key, I get the "It is now safe to shut off your couputer" message, and have to use the power switch to turn it off.

It has been my impression that holding down the shift key during restart,
only restarts Windows. Have you tried restarting without holding down the "shift
key" to see whether or not you get the same message?

Neither Ctrl-Alt-Del nor normal restart via the Start menu causes any problems. This only occurs when holding down the Shift key.
