Taskbar icons

The icons in the taskbar (underneath my screen, alongside the Start button) all show
complementary colors of their normal colors when they reside in the desktop window
itself. So yellow becomes blue etc ... The rightside icons in the tray are not affected.
How can I repair this?
Thanks for responding.

some issues with icons are due to a corrupt ShellIconCache file in the Windows folder.
see this MS article: Icons
Randomly Change to Different Icons (Q132668). it may not solve your problem but
it's easy enough to try.
