I have a question about What to do about error messages during Windows startup:

Windows starts to load, but before the icons appear, a blue window appears in the middle of a black screen that asks, "PC settings?" then the screen goes black, and nothing else happens. The PC will run in safe mode, but I can't find any problems in device manager or any other diagnostics I run.

It sounds like something in your DOS startup files (c:\config.sys and c:\autoexec.bat) are doing this - try booting in safe mode, backup these files to a temp folder and then delete them altogether and reboot.
