I have a question about after properly shutting down after Win98 displays "it is now safe to turn your computer off' AND pressing the main frame power button OFF, the next morning I find it ON all by itself. It is turning itself on~How can this be and how can I stop it from doing this?

The quick solution would be to unplug it from the wall.

Duh! Gee, thanks for that pearl of wisdom. I'm sure Sharon found it really helpful.

Sharon, I suspect the answer will be in your BIOS APM settings, not the Windows settings.

For example, mine has a setting (disabled) for "wake on ring", which will start the machine on an incoming phone call on the modem line. (Designed for PCs being used as fax machines.)
I also have a setting (enabled) which starts the PC from a double mouse click.

O.K, All I can think of is this. goto control panel/power management and select Home/Office Desk in power schemes, system standby- Never,turn off monitor-Never,turn off hard disks-Never.In advanced options the two options should be shutdown when press power button or sleep button.If this doesn't work then it is probably the BIOS settings that need altering.

it could be set to boot at a specified time, as paul stated, or it could be set to 'wake on ring'.

Could it be that settings for Wake On LAN or similar are enabled and THAT is what is turning it back on? I am a novice but that sprang to mind for some reason.
