ICS Dials Too much - Ties up Phone Line

I have an issue with ICS and it working too well. I have a small network setup with
2 PC's (both Win98se) and a Crossover cable. The Host is a Custom PC on a 56K Dial
and the Client is a Dell.
-on to my problem. - ICS Works Too well! The Dell is causing the Host To dial at
random times even when I know I have shut down all TCP/IP Applications on the dell.
If I shut off the Dell, The host Doesn't dial until prompted.
Unfortunately I have only one phone line and I often can't make or recieve phone
calls due to the Dell forcing the ICS to dial. So far, my solution is to shut off
the Dell, unplug the phone line, or run upstairs to the host and disable the ICS
(really tiring and annoying)
My goal is to have an easy way to prevent the Dell from forcing the Host to Dial
without having to shut it off every time. Is there some program that will disable
ICS from the "Client's" Side or is there some workaround (other than PCAnywhere)
to prevent the Dell From Dialing (I still want to be able to access Files across
the network though so unplugging the network cable isn't an option)
I'm looking for a button to click on the Dell to prevent Dialing (best case scenario)

i've never dealt with ics in 98, but if it's anything like it is in xp you'll have
to do the configuration on the host not the client.
you might want to look again at what's running in the background on the dell. hit
start -> run, type in msconfig and hit enter, then hit the startup tab. you
can find an extensive list of background applications (and their purposes) here:
Start-Up
Applications.

MSConfig isn't an option in Win 98 Only in ME & XP I'm guessing there is no option
in Windows but I'm hoping to find a program to take care of it.

MSConfig isn't an option in Win 98 Only in ME & XP
the system configuration utility (msconfig.exe) was first included with windows 98
and is also able to be found in me and xp (not 2000, strangely enough). if it isn't
available on your system, then you might want to run the system file checker (sfc.exe)
and extract the executable from the installation files again.

story.......

You will probably find the culprit to be LOADQM, MSN Messenger, or "Critical Update
Notification", .
Nobody (apparently including Microsoft) knows what LOADQM does, besides force an
internet connection every 60 seconds. It is suspected to be some sort of spyware.
Disabling it from loading via MSCONFIG will cause no problems.
[Press Alt-Ctrl-Del to see if LOADQM is running. If so, highlight it and click "End
Task". Then click "Start > Run", type in "Msconfig", and click OK. Then click the
"Startup Tab", scroll down to LOADQM, and uncheck the box. ) If you reinstall or
update MSN Messenger, LOADQM will be reactivated, and you will have to disable it
again.]
MSN Messenger also likes to force an internet connection without permission, so be
sure to either
1) Click "Tools > Options > Preferences" and UNCHECK "Allow this program to run in
the background",
or
2) Remember to right-click the MSN Messenger icon in the systray and click "Exit"
when you no longer wish to "chat".
[If you have Windows XP, these functions are duplicated and "enhanced" with Outlook
Express Options, but I have no idea which (if any) takes precedence over the other.]
The other likely culprit is "critical update notification", which checks every 60
seconds to see if billgrates has released another untested patch for the myriad design
and programming bugs in windoze betaware. If you've been foolish enough to download
and install this stupid implentation of a reasonable idea (i.e. checking once daily,
or even weekly for such updates), uninstall it and write yourself a post-it memo
to periodically check the windoze update site for such essential virii.
This should not only solve your undesired dial-up problem, but speed up your computer
noticeably as well.
Shutting off the client computer is another option.
