I have a question about Certain Control Panel icons are missing after upgrading to Windows XP:

I have a similar problem on my WINDOWS 98 SE computer. The SYSTEM folder has gone missing in the control panel. That means I don't have access to Performance, Device Manager etc. Any help will be appreciated.
